Ingushetia: abducted 19-year-old teenager forced to slander on himself under torture

On September 4, 2009 after 10 p.m. in the municipal district Plievsky (Nazran, Ingushetia) officers of unidentified law enforcement authorities abducted local resident Maskhud Chibiev, 1990.

That day Maskhud with his father Magomet were hired to sort out private shop situated near the railway crossing. While they were working officers of law enforcement authorities in camouflage and masks reached them from the side of the city of Karabulak. They demanded in Russian from Magomed and Maskhud to show their documents. The officers themselves didn't show any document. Neither father nor son had documents. They were searched. Relatives of the Chibievs started to gather near the shop. The officers said that they would take Maskhud with them to Nazran GOVD (police). They offered relatives to come to GOVD and bring Maskhud's passport. The relatives obeyed. But the head of GOVD Akhmet Katiev said that Chibiev had not been delivered to the GOVD.

The next day, on September 5, relatives learned from unofficial sources that Maskhud was in Nazran GOVD, that he was beaten and tortured all night, that he was being forced to confess of being a boyevik (armed guerrilla fighter). Information about that appeared on some Ingush websites. But administration of the GOVD still claimed that Chibiev had never been in the department. Relatives applied to advocate Visangiri Kostoev for assistance in finding Maskhud. On 6, 7 and 8 September, the advocate tried to learn where Maskhud was but without any result.  

On September 6, some websites published information that Maskhud Chibiev was detained because he was suspected of being involved in illegal armed groups and the ammunition dump was found according to his testimony. But up to September 8, relatives and the advocate didn't get official confirmation of the information.

On September 9, Maskhud's sister Hedi applied to Nazran office of HRC Memorial. She asked to help defend her brother's rights. The same day relatives learned that Maskhud was in Malgobek ROVD (Ingushetia).

On September 10, Hedi applied to HRC Memorial again. She gave information that on September 9, advocate Kostoev met Maskhud in Malgobek ROVD. Kostoev learned that young man was tortured with electricity and slandered on himself.
