According to the «Appeal to the district’s citizens» adopted at the Cossack
meeting of Krymsk town’s Cossack Krug on January 28, 1994: «Caucasian and
other Transcaucasian »refugees", criminal elements, leaders of «shadow»
economy, shopkeepers and speculators are moving in a continuous flow to
the district.... They are energetic, impudent, they humiliate and terrorize
local population.... are building various diasporas, societies, communities,
unions, they try to suggest an idea to local population that they are strangers,
that root population of Kuban are Armenians, Turks, etc. ... With the connivance
of the town and the district’s leaders and law — securing bodies a large-scale
registration of foreigners is under way, our main wealth is bought up —
lands, industrial facilities and dwelling houses, restaurants, cultural
centers and other real estate. So Slavic population of the district is
brought down to the position of slaves deprived of any property to serve
for newly «masters». According to the pre-election message of Vsekubanskoye
Kazachye Voisko for the election to the Legislative Assembly of Krasnodarski
Krai (October–November 1994): «This is exactly the anti-popular, anti-Russian
policy of the present leadership of the country that made Russians a dying-out
nation. An actual threat exists that Slavic population of Russia and Kuban
may become an ethnic minority ... Kuban is the area where a hundred of
peoples who ever lived in agreement, peace and friendship. It was always
a hospitable house, but guests should not become masters. We are supporters
of strict migration policy. All the migrants who live illegally at Kuban
area should be repatriated to their historical native land» [According
