I. During holiday weekend of November 3-6 2007 five representatives of non-titular nationalities were killed in Ingushetia. Since July 2007, 23 people died in a series of murderous attacks on Russian-speaking population.

On November 4, 2007
at around 22.00 in the village of Yandare, Nazranovsky district of Ingushetia unidentified armed people in masks entered the territory of brick factory and opened fire at four guest workers. Ponamarev V.B., born in 1961 originally from Belorussia, Os'kin V.N. born in 1947, permanent resident of Kabardino-Balkariya, Butusov S.A., born in 1964, permanent resident of Stavropolsky kraj died on the spot. Troshak A. D., born in 1957, permanent resident of Stavropolsky krai, received armed injury of right arm. Unidentified perpetrators left unobstructed.

On November 5 2007 at around 8 p.m. in the town of Nazran unidentified perpetrators who arrived by Zhiguli car opened fire at two railroad drivers of Armenian origin - Avetisov S.A., born in 1972 and Khurshudian V.S., born in 1975. At the moment of attack the two men were in an old BMW car, belonging to Avetisov. Both men died in hospital.


II. Representatives of Ingush public addressed an Open Letter to the President of Ingushetia M. Zyazikov, Parliament of Republic Ingushetia, Prosecutor of Republic Ingushetia Yu.Turygin, Executive Representative of President of the Russian Federation in South Federal Okrug Rapota G., to President Putin, Russian and international public on the issue of serial killings of representatives of non-titular nationalities in Ingushetia. The letter was signed by 81 NGOs leaders, political parties, journalists, academics, public figures (totally 81 signatures). The text of the letter, please, find below.

OPEN LETTER

Recently alarming news from Ingushetia have flooded the federal media: news outlets on central TV channels contain almost daily reports about bomb blasts, killings, attacks in our republic. Video images from Ingushetia resemble war chronicle - tanks, helicopters and troops. The population of the republic live in tension, many fear unfavorable development of the situation.

Everyone was shocked by a recent series of killings, including of representatives of non-titular nationalities - families of Russian teachers Terekhina and Draganchuk, senior doctor of the blood transfusion station N. Mudarova, Koreans - father and sons Lagay, Dagestani shepherds Bulatov and Zuberov, Roma family of Lyulyakovs - father and two sons, three guest workers - V. Os'kin, V. Ponamarev, S. Butusov, Kortikov family, V. Nemova, two Armenian railroad drivers - S. Avetisov, V. Khurshudyan.

Whoever has committed these crimes aimed to challenge the basis of Ingush statehood, to discredit the Ingush people and destabilize the situation in the region. These murders are not only cruel, they are also difficult to explain- the perpetrators can count on nothing but contempt and indignation of the Ingush.

We consider unbiased investigation of these crimes to be a matter of honor of the people of Ingushetia. We want to know who commit such provocations in our republic, which forces want to destabilize the situation, which political objectives they try to achieve by such cruel and senseless killings of innocent people. The perpetrators should be punished very strictly according to law, no matter who they are, and the truth about these crimes will put an end to rumors and conjectures circulating in the republic.

At the same time, its is absolutely unacceptable to assign responsibility for these infamous crimes to some people who were seized in a rush by law enforcers. No one has the right to shoot dead residents of Ingushetia who seem to be 'suspicious', to apply torture and illegal methods to the detained. This way innocent people will be punished, while real murders will remain in liberty and will continue their criminal activity aimed at destabilization of the already difficult situation in the republic.

Taking into consideration the vital importance of the issue, we call for you to set up a public commission for control over investigation of the above mentioned killings. Each of us will be ready to take part in such a commission.
